Westminster spends its days in session and its evenings making up for it. The committee rooms empty, the conference centre on Broad Sanctuary releases its delegates, and by eight the hotel bars along the river and the park fill with people who have talked all day and would now rather listen. The grand hotels here look over the Thames or St James's Park, and few places in London suit an unhurried evening better.

Chimes, ministries and the Thames at dusk
Few districts announce the time so clearly. The Great Clock in Elizabeth Tower chimes every quarter over Parliament Square, and along Whitehall the ministries go dark floor by floor from seven. It is a working quarter, dense with offices, and at night it becomes remarkably quiet, which is exactly why its hotels are so pleasant after dark.
The best of Westminster is seen on foot. St James's Park is its loveliest walk, with pelicans on the lake and, from the bridge, the Palace at one end and Horse Guards at the other. By the river, Victoria Tower Gardens lie in the shadow of the Lords, and across Westminster Bridge the lights of the South Bank come on in a long line. Rubens painted the ceiling of the Banqueting House on Whitehall, still the grandest room in the quarter, and on Great Smith Street the old Victorian library now serves dinner beneath its book-lined gallery.
Messages from SW1A and SW1P come mostly from people here for work: delegates at the Queen Elizabeth II Centre, consultants on a five day brief, visiting diplomats and their guests. They often write late, because their days run late, and they appreciate an evening that begins without fuss and keeps its own counsel. Discretion is simply how the edit works everywhere, but in Westminster it is especially noticed.

Five hotels between the park and the river
These are the addresses we arrive at, named for orientation only. None of them is connected with the edit, and your companion arrives as a guest like any other.
Corinthia London, SW1A 2BD, is the grandest, a Victorian palace on Whitehall Place with a great crystal chandelier in its lobby and a spa spread over four floors. Next door on Whitehall Court, The Royal Horseguards, SW1A 2EJ, has a turreted roofline and rooms that look across the river to the London Eye. Conrad London St. James, SW1H 0BH, stands on Broadway facing St James's Park station, and St. Ermin's Hotel, SW1H 0QW, a red brick mansion curled around a courtyard on Caxton Street, carries a wartime past in intelligence folklore and beehives on its roof.
Across the water, Park Plaza Westminster Bridge, SE1 7UT, stands at the far end of the bridge beside County Hall, with the Houses of Parliament framed in many of its windows. It lies south of the river and outside SW1, but your companion reaches it in minutes and the rates are identical.
A riverside evening, sketched
A delegate at the Corinthia comes off the last panel of the day at six and writes to Rosie from the lobby: dinner and a walk, four hours from eight, £1,300. Patricia meets the guest at the hotel, and they walk along the Embankment to Westminster Bridge as the Parliament lights come up, cross for the view back towards the tower, and return for a late supper in the hotel's own dining room.
At midnight she leaves by car. Down the road the bell strikes twelve, and Whitehall Place is empty except for a doorman and the plane trees.
Three stations, and timing around a working day
Westminster station, on the Circle, District and Jubilee lines, is about 1 minute from Parliament Square. St James's Park, a Circle and District stop some 4 minutes' walk away, is handiest for the Conrad and St. Ermin's. Embankment, where the Bakerloo, Circle, District and Northern lines meet, is roughly 8 minutes from the square along the river, and nearer still to the Whitehall Place hotels.
Evenings here follow the working day. A message at six for eight gives the widest choice of faces, but one sent at ten, after a dinner that overran, is answered just as readily, and once Rosie confirms, the knock usually comes within the hour. Her car to Whitehall costs you nothing on top, since the rate covers travel throughout the first two zones. Rosie checks your booking name and room with you one time only, and the fee goes straight to your companion when she walks in.
Only two things slow the roads: a state occasion that closes Whitehall, and a large demonstration in Parliament Square. Neither lasts long, and Rosie will tell you honestly if a time needs to move.
Who lives nearest to Parliament Square
No companion lives inside Westminster itself; it is not that kind of neighbourhood. The closest are in Pimlico, where Lucy and Roxi are ten minutes away by car, and in Belgravia, home to Lea, Patricia and Violetta. Lucy spends her free afternoons among the Turners at Tate Britain on Millbank and knows the river walk better than anyone. Everyone in the edit comes to Westminster at the same rates.
Across the park and down the river
Victoria Street leads south-west to the station hotels of Victoria. Down Millbank, past Tate Britain, Pimlico begins. Through St James's Park and along the Palace wall, the Belgravia squares are fifteen minutes on foot, and the SW1 page ties the whole postcode together.
